Introduction:

The Arctic, a magnificent area which is as vast as wild. In this area, lays an important shipping route. Northern Sea Route (NSR) is officially defined by Russian legislation as lying east of Novaya Zemlya and specifically running along the Russian Arctic coast from the Kara Sea, along Siberia, to the Bering Straitis.

The Russia Federation has always considered the area as its internal waters, so that other countries are prohibited to go in. However, other countries do not agree with Russia’s statement. Instead, they determine this area as the high seas.

This is a significant issue not only for the Russian Federation but also for the entire international community. Use of the NSR offers an economically preferable alternation to other sea routes for traveling between the northern Pacific Ocean and northern Europe.

NSR goes through Russia’s ice-infested Arctic waters can potentially halve sailing distances between Europe and Northeast Asia. It also passes by some of world’s largest oil and gas reserves. As we enter the 21st. Century, technological, political and even climatic developments are again making the NSR an interesting possibility. The NSR cannot be thought of as one clearly defined linear route, but should instead be thought of as the whole sea area north of Russia. Due to the high variable and difficult ice-conditions present along most of the NSR, the optimal route choice for vessels navigating the NSR will vary.

Also, the abundant natural resources are attractive for development. However, oil spilling caused by drilling and transportation crucially harmed natural species and has a negative affect on biodiversity. Besides that, fish stocks are already under threat form overfishing and habitat loss. There are few places on earth as wild and free as the Arctic. It is a symbol of heritage from ancient period. Little of that precious wildness remains. How to keep this extraordinary land sustainable? This is an essential issue we should consider about.

Is international, commercial shipping on NSR feasible - economically, technologically and environmentally? This has been a controversial topic of several years .

Introduction:

Organization of Petroleum Exporting Countries was established in September 14,1960 and became a formal international organization in November 6,1962. As the number of memberships have increased,OPEC has become an international oil organization for some major oil producing countries of Asia, Africa and Latin America. At present, OPEC aims to eliminate harmful price fluctuations to ensure that the price stabilization of international oil market.It objectives to guarantee that all members can acquire oil revenues in any case and also provide adequate and economic oil for oil consuming countries. In other words,OPEC aims to coordinate and unify the petroleum policies of the Member States and to determine the most appropriate methods to maintain their respective and common interests.

Because of  the continuous increase in crude oil inventories, oil prices have fallen. In the face of the current situation, oil producers decided at a meeting by limiting the production to curb global crude oil oversupply. This is called “the agreement of producing crude oil”.

Introduction:

Nowadays, Lesbian, Gay, Bisexual and Transgender (LGBT) community is exposed to a range of human right violations as well as serious sex discrimination. On June 26, 2015, the Supreme Court of the United States recognized same-sex marriage as legal in the U.S., which is a historic achievement, however, there’s still a long way to go on the path of the fight for LGBT rights. But let there be no confusion: where there is tension between cultural attitudes and universal human rights, rights must carry the day. Personal disapproval, even society’s disapproval, is no excuse to arrest, detain, imprison, harass to torture anyone in the past, at present, and in the future. Moreover, there’s an immense lack of law on protecting LGBT people economically, politically and socially, as their basic welfare as individuals of the society couldn’t be insured.  

  The United Nations Human Rights Council (UNHRC) is a United Nations System inter-governmental body whose 47 member states are responsible for promoting and protecting rights around the world. In our UNHRC special conference aiming LGBT rights, delegates would present as LGBT celebrities, politicians, or delegations of Non-Governmental Organizations (NGOs) that concern LGBT rights, to discuss over the conditions for LGBT community and come up with proposal or petition for the further amelioration of the laws to protect the LGBT rights.

议题介绍：

       2014年3月，乌克兰克里米亚自治共和国举行全民公投，决定克里米亚离开乌克兰，成为一个独立的主权国家。克里米亚，这个此前并不为人所熟知的国家，一夜之间成为了全球新闻的焦点。

      克里米亚位于克里米亚半岛，南临黑海，北部毗邻乌克兰，东临俄罗斯。自古以来，由于其重要的地理位置——连接着东欧平原和黑海，克里米亚就是兵家必争之地。17世纪，沙俄就发动了9次同土耳其争夺克里米亚的战争。终于，在叶卡捷琳娜女皇时期，沙俄击败了土耳其帝国，拿下了“黑海门户”，也是俄国重要出海口的克里米亚。自18世纪起，俄罗斯就有海军军队常驻克里米亚，扼守着被称为“黑海的定海神针”之称的克里米亚。后来，俄罗斯土地上的主人又为了保护这块黑海上的明珠，与欧洲列强展开了多次殊死之争。可以说，克里米亚，就是俄罗斯最美丽的那一块宝石。

       然而，在1954年，赫鲁晓夫却将这块俄罗斯千百年来珍惜的宝石拱手送给了他人。至于原因，则是为了庆祝“与乌克兰结盟300周年”。此后，苏联解体，曾经的好兄弟分道扬镳，而克里米亚却依然还在乌克兰的版图内。然而，克里米亚的土地上早已留下了俄罗斯的印记。其人口有近六成是俄罗斯民族，绝大多数人都使用俄语，克里米亚的人民自然不想继续受控于乌克兰政府的管辖之下。所以，在乌克兰危机爆发三个月后，克里米亚举行全民公投，决定离开乌克兰，成为一个独立的主权国家。

       但是，这一切远未结束。乌克兰方面显然不愿意克里米亚离开自己——无论是出于经济还是政治目的。而俄罗斯却是极力支持着这一切。至于国际社会的态度，也都分为了两派，难以达成一致。而就在公投之后不久，联合国大会第一委员会也通过决议，认为克里米亚公投是“无效的”。这一切都在给这个黑海上的半岛局势增加着不稳定性，而这个国家的命运如何，如今也无人可知。ZCMUN2017，联合国大会裁军与国际安全委员会，克里米亚的兴衰命运，需要你的真知灼见。

议题介绍：

       自15世纪大航海时代以来，欧洲殖民者所主导的臭名昭著的三角贸易就开启了人口贩卖的先河。然而，在人类文明飞速发展的今天，贩卖人口这种野蛮行径非但没有销声匿迹，反而呈现出愈演愈烈之势。

       当我们享受劳动所应得的物质财富与精神财富时，当我们行使因身为人而应有的权利时，却很难意识到，世界上仍然存在数不胜数的人在暗处失踪，沦落为奴隶，被当做“物品”贩卖至全球各地，遭受着歧视、剥削与虐待。地下人口黑市网络从莫斯科的火车站到坦桑尼亚的货运线路，从曼谷的妓院到马尼拉的大街上，从墨西哥的海湾到纽约的郊区，无处不在。这些被贩运的受害人一部分被跨区域贩卖，一般来自亚洲、非洲、南美洲等较为落后地区，被贩卖至中东、西欧、北美洲等地的富裕国家；另一部分则在本区域内从贫穷地区被贩卖至富裕地区。他们有些被强迫失踪，有些则是为了谋生或寻求更好的生活而背井离乡，却遭到诱拐、欺诈，他们被逼迫做最卑贱、污秽的工作，来满足另一部分人最卑劣的欲望。

       根据联合国毒品与犯罪问题办公室（UNODC）出台的《2014年度全球人口贩卖报告》所显示，人口贩卖运流网络遍布全球，在全球124个国家中存在跨国人口贩卖犯罪，目前已确定了至少510条贩运路线。根据联合国国际劳工组织ILO估计，全球范围内每年有600万到800万人被贩卖，其中有120万儿童，全球范围内每年跨国人口贩卖的规模达到60万到80万之间。这些被贩卖人员中的70%为女性，且女童被贩卖的比例在持续上升。这些被贩卖人员最可能遭遇的结局有三种：强迫卖淫、强迫劳动和器官移植，其中强迫买淫的比重占到了53%。而根据美国卫生与人力服务部HHS的研究显示，人口贩卖已经成为了全球第二大犯罪产业，也是增速最快的犯罪产业。

        然而，根据UNODC的《报告》中所显示，过去10年，在打击人口贩运犯罪时，世界上约40%的国家没有或极少有人因此获罪。除了法律制度的缺失，打击力度严重不足外，生活境况的窘迫甚至衣食无着也是导致人口贩卖猖獗的原因之一。这些人家将自家的妻子儿女贩卖出去，或者自己为了改善生活铤而走险，导致被拐卖、诈骗。

       在联合国毒品与犯罪问题办公室，我们将明析当前全球人口贩卖形势，迎接愈演愈烈的人口贩卖挑战，加大打击人口贩卖的力度，一道致力于解决这一全人类共同面对的问题。我们为了杜绝这种灭绝人性的交易而不懈努力，恪守立场，坚守信念，还全世界所有人类阳光与自由。联合国毒品与犯罪问题办公室，欢迎您的到来。
